{"id":1551,"date":"2015-07-02T11:30:44","date_gmt":"2015-07-02T11:30:44","guid":{"rendered":"https:\/\/covcasbulletin.info\/?p=1551"},"modified":"2015-07-15T11:48:01","modified_gmt":"2015-07-15T11:48:01","slug":"international-reactions-at-the-end-of-the-european-games-in-azerbaijan","status":"publish","type":"post","link":"https:\/\/covcasbulletin.info\/?p=1551","title":{"rendered":"International reactions at the end of the European Games in Azerbaijan"},"content":{"rendered":"<p style=\"text-align: justify;\"><em>Human Rights House Foundation (HRHF) <\/em><\/p>\n<p style=\"text-align: justify;\"><strong>The European Olympic Games hosted in Baku ended on a note different from the expected glamour the authorities aimed at: the United Nations and the Council of Europe called upon Azerbaijan to put an end to the suppression of civil society and the international attention on the country served to highlight human rights violations.<\/strong><\/p>\n<p style=\"text-align: justify;\">As the Games ended in Baku, four journalists working for <a title=\"Meydan TV\" href=\"http:\/\/www.meydan.tv\/en\" target=\"_blank\">Meydan TV<\/a> were prevented from leaving the country. A clear sign that the situation in Azerbaijan has not improved but that the repression continues, targeting human rights defenders, journalists and activists.<\/p>\n<p style=\"text-align: justify;\">The European Games however ended on 28 June on a note of multiplied international reactions to the repression. Right after the opening of the Games, the Office of the United Nations High Commissioner for Human Rights <a title=\"Azerbaijan: UN rights office urges Government to ensure free expression and association\" href=\"http:\/\/www.un.org\/apps\/news\/story.asp?NewsID=51172#.VaZFV7V8tpm\" target=\"_blank\">called<\/a> for the release of those \u201cdeprived of their freedom for exercising their human rights.\u201d A few days earlier, United Nations independent experts <a title=\"UN expert calls on Azerbaijan to free human rights defenders ahead of 2015 Baku Games\" href=\"http:\/\/www.un.org\/apps\/news\/story.asp?NewsID=51034#.VaZFeLV8tpl\" target=\"_blank\">criticized<\/a> the \u201crelentless prosecution and repression of prominent rights activists in Azerbaijan\u201d and called for their immediate release.<\/p>\n<p style=\"text-align: justify;\"><strong>PACE called for release of political prisoners<\/strong><\/p>\n<p style=\"text-align: justify;\">The Parliamentary Assembly of the Council of Europe (PACE) adopted a <a title=\"The functioning of democratic institutions in Azerbaijan\" href=\"http:\/\/assembly.coe.int\/nw\/xml\/XRef\/Xref-DocDetails-EN.asp?fileid=21953&amp;lang=EN&amp;search=KjoqfHR5cGVfc3RyX2VuOlJlc29sdXRpb24=\" target=\"_blank\">resolution<\/a> calling for the release of political prisoners. This is the first time the Assembly does it so clearly, and specifically mentioned leading civil society figures, including human rights lawyer Intigam Aliyev, human rights defenders Leyla Yunus, and her husband Arif Yunus, Anar Mammadli and Rasul Jafarov, amongst others (paragraph 10).<\/p>\n<p style=\"text-align: justify;\">I&#8217;ve been following <a title=\"PACE News twitter\" href=\"https:\/\/twitter.com\/PACE_News\" target=\"_blank\">@PACE_News<\/a> for 7 years, inter alia re <a title=\"#Azerbaijan\" href=\"https:\/\/twitter.com\/hashtag\/Azerbaijan?src=hash\" target=\"_blank\">#Azerbaijan<\/a>. Never have I heard as strong messages from MPs. Impressed today!<\/p>\n<p style=\"text-align: justify;\">\u2014 Florian Irminger \u270f\ufe0f (@FlorianIrminger) <a title=\"Florian Irminger tweet\" href=\"https:\/\/twitter.com\/FlorianIrminger\/status\/613378302875684864\" target=\"_blank\">23 Juin 2015<\/a><\/p>\n<p style=\"text-align: justify;\">\u201cTuesday, 23 June, could be remembered in the future as a turning point in PACE\u2019s approach towards the human rights situation in Azerbaijan,\u201d said Florian Irminger, Head of Advocacy at the Human Rights House Foundation (HRHF).<\/p>\n<p style=\"text-align: justify;\">In the past months, the President of the Assembly and the Council of Europe Commissioner for Human Rights have repeatedly called on the Azerbaijani authorities to end the ongoing crackdown on civil society. However, \u201cthe Assembly had so far been a notable absent in this context and the adoption of a resolution was considered as a fundamental point to define PACE\u2019s stance on the situation,\u201d further commented Irminger.<\/p>\n<p style=\"text-align: justify;\">The weak draft resolution by co-rapporteurs Pedro Agramunt and Tadeusz Iwinski was strengthened by a series of amendments widely supported by the Assembly. Significant improvements included a call to Azerbaijani authorities \u201cto put an end to systematic repression of human rights defenders, the media and those critical of the government, including politically motivated prosecutions\u201d (paragraph 11.1) and to \u201crelease all political prisoners, including those who have cooperated with the Parliamentary Assembly\u201d (paragraph 11.6.5).<\/p>\n<p style=\"text-align: justify;\">&#8220;We should talk about malfunctioning of democratic institutions in #Azerbaijan , rather than functioning..&#8221;points out <a title=\"Lise Christoffersen twitter\" href=\"https:\/\/twitter.com\/LiseChristoffer\" target=\"_blank\">@LiseChristoffer<\/a> <a title=\"#PACE\" href=\"https:\/\/twitter.com\/hashtag\/PACE?src=hash\" target=\"_blank\">#PACE<\/a><\/p>\n<p style=\"text-align: justify;\">\u2014 Alexander Sj\u00f6din (@AJSjodin) <a title=\"AJSjodin tweet\" href=\"https:\/\/twitter.com\/AJSjodin\/status\/613391424260845568\" target=\"_blank\">23 Juin 2015<\/a><\/p>\n<p style=\"text-align: justify;\">\u201cAs Azerbaijani MPs tried to strenuously defend the indefensible and attacked every single amendment aimed at raising attention on the human rights crackdown, only the co-rapporteurs seemed to fall into the trap and opposed key changes to the resolution,\u201d commented Florian Irminger. They were, nevertheless, clearly isolated and outnumbered. An issue of criticism was indeed the lack of cooperation with international institutions, including the UN, the Council of Europe and the OSCE, which office was closed down earlier this month<\/p>\n<p style=\"text-align: justify;\">The EU statement, delivered by Latvia, also addressed the human rights situation in Azerbaijan. The EU Member-States condemned the persecution of journalists and human rights defenders, and called for the release of all the prisoners detained for their human rights and civil society work.<\/p>\n<p style=\"text-align: justify;\">\u201cUntil now, a few States had individually addressed the situation in Azerbaijan but never took a clear joint stand.
