{"id":1711,"date":"2015-09-15T14:16:07","date_gmt":"2015-09-15T14:16:07","guid":{"rendered":"https:\/\/covcasbulletin.info\/?p=1711"},"modified":"2015-09-16T14:53:37","modified_gmt":"2015-09-16T14:53:37","slug":"turkeys-erdogan-is-hanging-on-for-dear-life","status":"publish","type":"post","link":"https:\/\/covcasbulletin.info\/?p=1711","title":{"rendered":"Turkey&#8217;s Erdo\u011fan Is Hanging on for Dear Life"},"content":{"rendered":"<p style=\"text-align: justify;\">By BEHL\u00dcL \u00d6ZKAN*<br \/>\n<em>The World Post<\/em><\/p>\n<p style=\"text-align: justify;\">ISTANBUL &#8212; The June 7 <a href=\"http:\/\/www.aljazeera.com\/news\/2015\/06\/ak-party-leads-turkish-parliamentary-polls-150607161827232.html\" target=\"_blank\">elections<\/a> in Turkey spelled the end of 13 years of single-party rule by the Islamist Justice and Development Party. The electorate&#8217;s messages were clear. First and foremost, in the most decisive way, the electorate denied Erdo\u011fan his wish to become the all-powerful executive president of a transformed Turkish political system. The electorate mandated parliament to assume its powers and asked that the political parties form a coalition government that would break the immense centralization and concentration of power in Erdo\u011fan&#8217;s hand.<\/p>\n<figure id=\"attachment_1712\" aria-describedby=\"caption-attachment-1712\" style=\"width: 300px\" class=\"wp-caption alignleft\"><a href=\"https:\/\/covcasbulletin-info.hhd.am\/wp-content\/uploads\/2015\/09\/Covcas-Erdogan-3.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-1712\" src=\"https:\/\/covcasbulletin-info.hhd.am\/wp-content\/uploads\/2015\/09\/Covcas-Erdogan-3-300x180.jpg\" alt=\"Photograph: Adem Altan\/AFP\/Getty Images\" width=\"300\" height=\"180\" srcset=\"https:\/\/covcasbulletin.info\/wp-content\/uploads\/2015\/09\/Covcas-Erdogan-3-300x180.jpg 300w, https:\/\/covcasbulletin.info\/wp-content\/uploads\/2015\/09\/Covcas-Erdogan-3.jpg 460w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><figcaption id=\"caption-attachment-1712\" class=\"wp-caption-text\">Photograph: Adem Altan\/AFP\/Getty Images<\/figcaption><\/figure>\n<p style=\"text-align: justify;\">Following the elections, the country&#8217;s three opposition parties &#8212; which collectively <a href=\"http:\/\/www.reuters.com\/article\/2015\/06\/15\/us-turkey-politics-idUSKBN0OV15W20150615\" target=\"_blank\">make up<\/a> a majority in parliament &#8212; might have reopened a parliamentary investigation into corruption <a href=\"http:\/\/www.theguardian.com\/world\/2014\/feb\/25\/recep-tayyip-erdogan-investigated-corruption-turkey\" target=\"_blank\">allegations<\/a> against Erdo\u011fan, members of his family, his ministers and his cronies in the media, construction and energy sectors. However, like the Ottoman sultans of centuries past, Erdo\u011fan <a href=\"http:\/\/www.dw.com\/en\/turkey-sacks-judges-who-oversaw-erdogan-corruption-probe\/a-18163747\" target=\"_blank\">resorted<\/a> to all manner of intrigue to undermine his political opponents and protect himself. Flouting long-standing precedent, Erdo\u011fan has not allowed any party leader other than Prime Minister Davuto\u011flu to try to <a href=\"http:\/\/bigstory.ap.org\/article\/6b570ecf168e4e8dbde6bd13c422164c\/davutoglu-expects-be-tasked-form-new-government\" target=\"_blank\">form a government<\/a>, thwarting efforts to build a coalition within a 45-day window and forcing the country to hold new elections on Nov. 1.<\/p>\n<p style=\"text-align: justify;\">Thus, Turkey will hold general elections for the second time this year &#8212; a first in its more than six decades of multi-party democracy. In these elections, Erdo\u011fan aims to regain the 18 MPs (out of a 550-member parliament) that he needs to reestablish a single-party AKP government, and, if possible, change the constitution to create a presidential system. In effect, Erdo\u011fan is saying to voters: give me the majority I need to change the constitution, or suffer the consequences &#8212; i.e., political turmoil and social instability.<\/p>\n<p style=\"text-align: justify;\">This has not proved to be an empty threat. Since June 7, Turkey has gradually begun to spiral out of control, with a <a href=\"http:\/\/bigstory.ap.org\/article\/6b570ecf168e4e8dbde6bd13c422164c\/davutoglu-expects-be-tasked-form-new-government\" target=\"_blank\">plummeting currency<\/a> and a <a href=\"http:\/\/www.foxnews.com\/world\/2015\/09\/12\/growing-unrest-in-turkey-following-deadly-attacks-by-kurdish-militant-group\/\" target=\"_blank\">rapidly deteriorating security situation<\/a>.<\/p>\n<p style=\"text-align: justify;\">Erdo\u011fan has <a href=\"http:\/\/www.reuters.com\/article\/2015\/07\/28\/us-mideast-crisis-turkey-kurds-idUSKCN0Q20UV20150728\" target=\"_blank\">officially declared<\/a> an end to the two-and-a-half-year peace process he had achieved with imprisoned PKK leader Abdullah \u00d6calan. Despite calls for peace by the Kurdish-oriented party HDP and its leader Selahattin Demirta\u015f, the past two months have seen a ramping up of attacks by the PKK that are taking the country to the brink of civil war. More than 100 soldiers and police officers have <a href=\"http:\/\/www.reuters.com\/article\/2015\/09\/13\/us-turkey-kurds-attack-idUSKCN0RD04N20150913\" target=\"_blank\">lost their lives<\/a> as a result. As tensions have risen, pro-government mobs &#8212; one of which <a href=\"http:\/\/www.hurriyetdailynews.com\/akp-deputy-vows-to-stage-continued-protests-outside-media-outlets-.aspx?pageID=238&amp;nID=88170&amp;NewsCatID=338\" target=\"_blank\">included<\/a> an AKP deputy &#8212; have <a href=\"http:\/\/www.bbc.com\/news\/world-europe-34193733\" target=\"_blank\">attacked<\/a> newspapers, opposition party offices and headquarters with stones and clubs, even setting fire to some buildings. In the midst of a political and security crisis, it is doubtful whether Turkey can hold truly free and fair elections six weeks from now. Why then has Erdo\u011fan opted for such chaos and conflict?<\/p>\n<h4>Erdo\u011fan&#8217;s &#8216;kleptocratic regime&#8217;<\/h4>\n<p>In December of 2013, police and prosecutors <a href=\"http:\/\/www.theguardian.com\/world\/2013\/dec\/17\/turkish-ministers-sons-arrested-corruption-investigation\" target=\"_hplink\">launched<\/a> an investigation into major allegations of AKP corruption. The numerous <a href=\"http:\/\/www.nytimes.com\/2013\/12\/26\/world\/europe\/turkish-cabinet-members-resign.html?_r=1\" target=\"_hplink\">charges<\/a> included the awarding of plots of land in prime Istanbul locations to construction firms close to Erdo\u011fan; the <a href=\"http:\/\/www.bloomberg.com\/news\/articles\/2014-06-25\/turkey-sells-200-tons-of-secret-gold-to-iran\" target=\"_hplink\">smuggling<\/a> of gold to Iran; and bribes totaling millions of dollars. Erdo\u011fan <a href=\"http:\/\/www.businessinsider.com\/r-echoing-erdogan-turkish-pm-brands-graft-scandal-a-coup-attempt-2015-1\" target=\"_hplink\">described<\/a> these investigations as a &#8220;coup attempt&#8221; on the part of the shadowy <a href=\"http:\/\/www.bloomberg.com\/news\/articles\/2015-01-08\/turkey-s-corruption-probe-turns-into-plot-and-power-for-erdogan\" target=\"_hplink\">G\u00fclen Movement<\/a> (whose leader, Fethullah G\u00fclen, lives in self-imposed exile in Pennsylvania); he then dismissed from duty all prosecutors and police officers involved in the case. Erdo\u011fan&#8217;s echo chamber in the media quickly <a href=\"http:\/\/www.dailysabah.com\/politics\/2014\/08\/17\/german-intelligence-agency-spied-on-turkey-official\" target=\"_hplink\">followed<\/a> suit, claiming that western countries were conspiring against Turkey. Though the legal investigation itself was called off, dozens of recordings were <a href=\"http:\/\/www.ibtimes.co.uk\/turkey-youtube-bantranscript-leaked-erdogan-corruption-call-son-1442150\" target=\"_hplink\">uploaded<\/a> to YouTube (where they generated millions of hits) containing incriminating conversations by Erdo\u011fan and his family members, his ministers and his business cronies. Kemal K\u0131l\u0131\u00e7daro\u011flu, the leader of the main opposition party, the CHP, has <a href=\"http:\/\/www.hurriyetdailynews.com\/chp-leader-slams-turkish-pm-over-corruption-at-first-election-rally-.aspx?pageID=238&amp;nID=63073&amp;NewsCatID=338\" target=\"_hplink\">called for<\/a> a renewal of the corruption investigations; K\u0131l\u0131\u00e7daro\u011flu has stirred up controversy in the past by referring to Erdo\u011fan as the &#8220;<a href=\"http:\/\/www.hurriyetdailynews.com\/chp-leader-slams-turkish-pm-over-corruption-at-first-election-rally-.aspx?pageID=238&amp;nID=63073&amp;NewsCatID=338\" target=\"_hplink\">prime thief<\/a>&#8221; and the AKP government as a &#8220;<a href=\"https:\/\/twitter.com\/kilicdarogluk\/status\/169723346370576385\" target=\"_hplink\">kleptocratic regime<\/a>.&#8221;<\/p>\n<p>The AKP&#8217;s supporters have mostly <a href=\"http:\/\/www.al-monitor.com\/pulse\/originals\/2014\/04\/why-erdogan-keeps-winning.html\" target=\"_hplink\">shrugged off<\/a> such accusations, pointing to the rise in living standards under Erdo\u011fan &#8212; a viewpoint summed up by the <a href=\"http:\/\/www.todayszaman.com\/sundays-zaman_corruption-means-poverty_376472.html\" target=\"_hplink\">slogan<\/a> &#8220;they steal, but they get things done.&#8221; But the surfacing of such massive evidence of corruption has cost the AKP in the ballot box: for the first time since 2002, the party has lost its majority in Parliament. The corruption files will almost certainly be reopened &#8212; heralding the beginning of the end for Erdo\u011fan and his circle. Erdo\u011fan evidently hopes that if the peace process with the PKK unravels and the fighting resumes, the resulting chaos will turn the tide in his favor in the Nov. 1 elections. But this desperate strategy is fraught with peril.<\/p>\n<h4>The Turkish army: a dangerous ally<\/h4>\n<p>In ordering the Turkish army to recommence operations against the PKK, Erdo\u011fan has effectively called off the peace process. Yet relations between Erdo\u011fan and the army &#8212; his current would-be ally &#8212; have never been smooth. From 2007 onwards, 68 generals &#8212; out of a total of 362 generals and admirals in the <a href=\"http:\/\/www.todayszaman.com\/national_turkeys-top-military-council-forces-all-jailed-generals-to-retire_288612.html\" target=\"_hplink\">entire Turkish armed forces<\/a> &#8212; have stood <a href=\"http:\/\/www.hurriyetdailynews.com\/high-military-council-kicks-off-with-absences.aspx?PageID=238&amp;NID=26889&amp;NewsCatID=338\" target=\"_hplink\">trial<\/a> on charges of plotting a coup and creating an armed terrorist organization. In other words, one out of every five generals in the Turkish army has been imprisoned under Erdo\u011fan. In August 2011, four top generals &#8212; including the chief of staff of the &#8212; <a href=\"http:\/\/www.nytimes.com\/2011\/07\/30\/world\/europe\/30turkey.html\" target=\"_hplink\">resigned<\/a> in protest at these prosecutions, widely regarded as show trials. Initially supporting these proceedings, Erdo\u011fan later took a <a href=\"http:\/\/nationalinterest.org\/feature\/turkey-return-the-generals-10249\" target=\"_hplink\">different tack<\/a>, claiming that they had been conducted by the same G\u00fclen Movement which later <a href=\"http:\/\/www.nytimes.com\/2015\/02\/26\/world\/europe\/turkish-police-accused-of-wiretapping-recep-tayyip-erdogan-in-feud-with-fethullah-gulen.html?_r=0\" target=\"_hplink\">wiretapped<\/a> Erdo\u011fan himself, and stating that he had been &#8220;<a href=\"http:\/\/www.wsj.com\/articles\/turkish-military-officers-acquitted-over-coup-plot-1427813996\" target=\"_hplink\">tricked<\/a>.&#8221; Hundreds of imprisoned generals, colonels and other officers were set free after four years in prison.<\/p>\n<p>It now appears that the PKK was <a href=\"http:\/\/www.dailysabah.com\/kurdish-issue\/2015\/08\/10\/pkk-stockpiled-80000-arms-during-cease-fire-report-says\" target=\"_hplink\">stockpiling<\/a> large amounts of weapons in cities and in the countryside during the 2013-15 ceasefire, during which the AKP <a href=\"http:\/\/www.todayszaman.com\/national_authority-to-order-troops-to-open-fire-transferred-from-governors-to-army_398683.html\" target=\"_hplink\">issued<\/a> strict orders to the army not to conduct anti-PKK operations. Many Turkish officers who were opposed to the ceasefire to begin with surely feel that they are being used as political pawns by Erdo\u011fan, who is now asking them to give their lives fighting the PKK.<\/p>\n<p>Last month, at the funeral of his brother who was killed in this conflict, Lt. Col. Mehmet Alkan <a href=\"http:\/\/m.t24.com.tr\/haber\/sehit-yuzbasinin-yarbay-agabeyi-isyan-etti-su-gune-kadar-cozum-diyenler-neden-simdi-savas-diyor,307204\" target=\"_hplink\">shouted<\/a>, &#8220;Who is my brother&#8217;s true killer? Who is truly responsible?&#8221; Many others attending soldiers&#8217; funerals nationwide have denounced Erdo\u011fan. As one slain soldier&#8217;s relative <a href=\"http:\/\/www.todayszaman.com\/national_minister-protested-in-funeral-for-fallen-soldier-forced-to-seek-shelter-in-municipal-office_397179.html\" target=\"_hplink\">yelled<\/a> at an AKP minister who showed up at the funeral, &#8220;If we had elected Erdo\u011fan president, all these would not have happened at all, correct? You said this yourself. How many more will we sacrifice until we elect him as president? Damn you all.&#8221;<\/p>\n<p>It is unclear if these are merely individual opinions or reflect a broader sentiment on the part of the army. One thing, however, is certain: more and more people are coming to view the latest anti-PKK operations as &#8220;Erdo\u011fan&#8217;s War.&#8221; The Turkish army was largely responsible for overthrowing the Ottoman sultan in 1922 and establishing the Turkish Republic; it is understandably apprehensive about being asked to fight on behalf of a modern-day sultan like Erdo\u011fan.<\/p>\n<p>Erdo\u011fan is taking a big gamble in the run-up to the elections. Once able to count on support from both Kurds and Turkish nationalists, he is now losing votes on both sides. Erdo\u011fan&#8217;s ploy is to act first as an arsonist and then as a fireman, calculating that Turkish voters, on Nov. 1, will entreat him to put out the very fire he has started. However, the fire of the Kurdish conflict is likely to grow more and more uncontrollable.
