It is believed that <a href=\"http:\/\/azerireport.com\/index.php?option=com_content&amp;task=view&amp;id=4668&amp;Itemid=42\" target=\"_blank\">high-ranking prison staff battered Mr. Mammadov<\/a>, who has been <a href=\"http:\/\/www.resourcegovernance.org\/news\/statement-sentencing-ilgar-mammadov-azerbaijan\" target=\"_blank\">unjustly imprisoned<\/a> and remains incarcerated despite <a href=\"http:\/\/www.resourcegovernance.org\/news\/statement-european-court-human-rights-ruling-case-ilgar-mammadov\" target=\"_blank\">international outcry<\/a>. The beatings have followed intimidations and threats from penitentiary staff, and are in gross violation of international human rights law.<\/p>\n<p style=\"text-align: justify;\">As the Extractive Industries Transparency Initiative (EITI) continues to evaluate Azerbaijan\u2019s <a href=\"http:\/\/www.resourcegovernance.org\/news\/nrgi-statement-eiti-downgrade-azerbaijan-response-poor-civil-society-environment\" target=\"_blank\">role in the organization<\/a>, NRGI urges EITI\u2019s board to consider the shrinking civic space and abuse of dissidents in Azerbaijan and other participating countries. The transparency and accountability movement cannot succeed in countries where governments so blatantly abuse critics.
