{"id":2038,"date":"2016-06-08T14:24:23","date_gmt":"2016-06-08T14:24:23","guid":{"rendered":"https:\/\/covcasbulletin.info\/?p=2038"},"modified":"2016-06-08T14:24:23","modified_gmt":"2016-06-08T14:24:23","slug":"sound-and-fury-over-germanys-genocide-vote","status":"publish","type":"post","link":"https:\/\/covcasbulletin.info\/?p=2038","title":{"rendered":"Sound and fury over Germany\u2019s genocide vote"},"content":{"rendered":"<p style=\"text-align: justify;\">By ASLI AYDINTASBAS<br \/>\n<em>European Council on Foreign Relations<\/em><\/p>\n<p style=\"text-align: justify;\">As expected, Turkey responded to the German parliament\u2019s resolution commemorating the 1915 Armenian genocide by immediately withdrawing its ambassador from Berlin.<\/p>\n<p style=\"text-align: justify;\"><a href=\"https:\/\/covcasbulletin-info.hhd.am\/wp-content\/uploads\/2015\/09\/ECFR-logo.png\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-1722 alignleft\" src=\"https:\/\/covcasbulletin-info.hhd.am\/wp-content\/uploads\/2015\/09\/ECFR-logo-300x211.png\" alt=\"\" width=\"300\" height=\"211\" srcset=\"https:\/\/covcasbulletin.info\/wp-content\/uploads\/2015\/09\/ECFR-logo-300x211.png 300w, https:\/\/covcasbulletin.info\/wp-content\/uploads\/2015\/09\/ECFR-logo.png 303w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a>President Recep Tayyip Erdo\u011fan warned of \u201cconsequences\u201d, referred to Germany\u2019s record on the Holocaust and in Africa, and condemned the 11 German deputies of Turkish background. As members of the ruling Justice and Development Party (AKP) lined up to rebuke Germany and accuse Turkish deputies in the Bundestag of \u201ctreason\u201d, even conjuring archaic concepts of blood purity, Erdo\u011fan focused on the co-leader of Germany\u2019s Green Party, Cem \u00d6zdemir. \u201cHe is a so-called Turk. What kind of a Turk? They need to have their blood tested in a laboratory,\u201d the president said. Turkish Twitter users followed with a barrage of insults.<\/p>\n<p style=\"text-align: justify;\">As distasteful as all this may sound, it might be the extent of Ankara\u2019s retaliation. A decade ago, when the French National Assembly passed a similar bill that made it a crime to deny the Armenian genocide, Turkey all but cut off diplomatic ties &#8211; bilateral relations as well as economic links suffered.<\/p>\n<p style=\"text-align: justify;\">Today, now that 28 parliaments around the world have passed resolutions condemning the genocide, Ankara is more cautious about burning bridges. Erdo\u011fan\u2019s bellicose rhetoric aside, Turkish officials are careful to avoid long-term damage to their relations with Germany, especially with the Merkel government, which holds the key to Turkish ties with the European Union.<\/p>\n<p style=\"text-align: justify;\">As a result, it is not Angela Merkel but \u00d6zdemir that Erdo\u011fan went after. By targeting the Green leader and other Turkish deputies, Erdo\u011fan and the pro-government media were able to rally nationalists and Islamists around the familiar concepts of \u201cfifth columns\u201d and \u201cforeign enemies\u201d who are eternally scheming to carve up Turkey. A master politician, Erdo\u011fan knows that polarisation helps consolidate his conservative base.<\/p>\n<p style=\"text-align: justify;\">But he also knows the give-and-take that is involved in high-level European politics.<\/p>\n<p style=\"text-align: justify;\">When asked if the German vote would impact his refugee deal with the EU, Erdo\u011fan was careful to separate the two matters: \u201cReadmission agreement and visa liberalisation are issues related to the EU. Our position on these topics is known\u201d. The president also stated that the German vote took place on instructions of a \u201chigher mind\u201d (\u00fcst ak\u0131l) \u2013 a new concept that he often uses to suggest a dark force that secretly controls international affairs.<\/p>\n<p style=\"text-align: justify;\">Deputy Prime Minister Numan Kurtulmu\u015f reiterated Turkey\u2019s position on Monday: \u201cVisa liberalisation and readmission are being handled at the same time. With these realised, it is the EU that will really win. They [Europe] should not sacrifice visa liberalisation because some countries want to pursue domestic politics based on dislike of Turkey.\u201d<\/p>\n<p style=\"text-align: justify;\">The truth is, even with the exit of Prime Minister Ahmet Davuto\u011flu, the policy\u2019s biggest cheerleader, Ankara wants to pursue a refugee deal with the EU, striving to win visa liberalisation in October. Turkey\u2019s new minister for the EU, \u00d6mer \u00c7elik, made a tour of Brussels last week, conveying to his European counterparts that Ankara is still interested in a deal that delivers visa-free travel to Europe for Turkish citizens. Turks hope that a new round of negotiations can take place after the fallout from the German vote.<\/p>\n<p style=\"text-align: justify;\">Even with the anti-Western and anti-European sentiments that crop up in domestic politics , visa-free travel has an immense value for the Turkish government \u2013 symbolically marking an equal status with other European nations and providing a demonstrable benefit to urban voters. It would also provide a boost to Erdo\u011fan before the referendum on expanding his presidential powers that may take place later this year.<\/p>\n<p style=\"text-align: justify;\">Ankara also values its burgeoning relationship with the Merkel government, seeing that the chancellor\u2019s efforts to strike a deal with Turkey is the only way to offset an increasingly negative image abroad.
