{"id":2265,"date":"2016-12-09T13:20:27","date_gmt":"2016-12-09T13:20:27","guid":{"rendered":"https:\/\/covcasbulletin.info\/?p=2265"},"modified":"2016-12-14T13:21:11","modified_gmt":"2016-12-14T13:21:11","slug":"artsakh-ombudsman-issues-second-report-on-azerbaijani-war-crimes","status":"publish","type":"post","link":"https:\/\/covcasbulletin.info\/?p=2265","title":{"rendered":"Artsakh Ombudsman Issues Second Report on Azerbaijani War Crimes"},"content":{"rendered":"<p style=\"text-align: justify;\"><em>Asbarez<\/em><\/p>\n<p style=\"text-align: justify;\">STEPANAKERT, Artsakh\u2014Nagorno-Karabakh Republic\u2019s (Artsakh) <a href=\"http:\/\/www.ombudsnkr.am\/en\/index.html\">Human Rights Defender<\/a> (Ombudsman) Ruben Melikyan published on December 9 the <a href=\"http:\/\/ombudsnkr.am\/en\/docs\/Report_PUBLIC.pdf\">second interim report<\/a> on atrocities committed by Azerbaijan during the April war in 2016.<\/p>\n<p style=\"text-align: justify;\"><a href=\"https:\/\/covcasbulletin-info.hhd.am\/wp-content\/uploads\/2016\/12\/Artsakh-Ombudsman-Second-Interim-Report.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-2266\" src=\"https:\/\/covcasbulletin-info.hhd.am\/wp-content\/uploads\/2016\/12\/Artsakh-Ombudsman-Second-Interim-Report.png\" alt=\"\" width=\"576\" height=\"406\" srcset=\"https:\/\/covcasbulletin.info\/wp-content\/uploads\/2016\/12\/Artsakh-Ombudsman-Second-Interim-Report.png 576w, https:\/\/covcasbulletin.info\/wp-content\/uploads\/2016\/12\/Artsakh-Ombudsman-Second-Interim-Report-300x211.png 300w\" sizes=\"auto, (max-width: 576px) 100vw, 576px\" \/><\/a>The report highlights three war crimes under the International Humanitarian Law committed by the Azerbaijani Armed Forces against Artsakh serviceman and civilians: torture, execution, and mutilation of dead bodies.<\/p>\n<p style=\"text-align: justify;\">\u201cIn the early morning hours of April 2, 2016 the Azerbaijani armed forces launched a thoroughly planned large-scale offensive along the entire line of contact between NKDA and Azerbaijani AF, deploying tanks, attack helicopters, heavy artillery, rocket launchers, and unmanned combat aerial vehicles,\u201d the report read.<\/p>\n<p style=\"text-align: justify;\">The foreword of the report stated that Azerbaijan\u2019s unprovoked offensive was the largest and bloodiest violation of the ceasefire regime since 1994.
