{"id":323,"date":"2014-06-13T09:31:52","date_gmt":"2014-06-13T09:31:52","guid":{"rendered":"https:\/\/covcasbulletin.info\/?p=323"},"modified":"2014-06-17T10:02:58","modified_gmt":"2014-06-17T10:02:58","slug":"as-list-grows-azeri-leaders-say-what-political-prisoners","status":"publish","type":"post","link":"https:\/\/covcasbulletin.info\/?p=323","title":{"rendered":"As List Grows, Azeri Leaders Say &#8220;What Political Prisoners?&#8221;"},"content":{"rendered":"<p style=\"text-align: justify;\">By AFGAN MUKHTARLI (*)<br \/>\n<em>Institute for War and Peace Reporting<\/em><br \/>\nCRS Issue 740<\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\">As it took over the chair of the Council of Europe\u2019s decision-making body last month, Azerbaijan committed itself to upholding the core values of a grouping that calls itself \u201cthe continent&#8217;s leading human rights organisation\u201d.<\/p>\n<p style=\"text-align: justify;\">Human rights defenders in the country say the government falls so far short of meeting these commitments that it should never have been allowed to take up the six-month rotating chairmanship of the CoE\u2019s Committee of Ministers on May 14.<\/p>\n<figure id=\"attachment_325\" aria-describedby=\"caption-attachment-325\" style=\"width: 392px\" class=\"wp-caption alignright\"><a href=\"https:\/\/covcasbulletin-info.hhd.am\/wp-content\/uploads\/2014\/06\/Covcas-azerbaijan-political-prisoners-azeri-report.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-325\" src=\"https:\/\/covcasbulletin-info.hhd.am\/wp-content\/uploads\/2014\/06\/Covcas-azerbaijan-political-prisoners-azeri-report.jpg\" alt=\"(image azerireport.com)\" width=\"392\" height=\"293\" srcset=\"https:\/\/covcasbulletin.info\/wp-content\/uploads\/2014\/06\/Covcas-azerbaijan-political-prisoners-azeri-report.jpg 2048w, https:\/\/covcasbulletin.info\/wp-content\/uploads\/2014\/06\/Covcas-azerbaijan-political-prisoners-azeri-report-300x225.jpg 300w, https:\/\/covcasbulletin.info\/wp-content\/uploads\/2014\/06\/Covcas-azerbaijan-political-prisoners-azeri-report-1024x768.jpg 1024w\" sizes=\"auto, (max-width: 392px) 100vw, 392px\" \/><\/a><figcaption id=\"caption-attachment-325\" class=\"wp-caption-text\">(image azerireport.com)<\/figcaption><\/figure>\n<p style=\"text-align: justify;\">Addressing a CoE meeting in Vienna on May 6, Azerbaijan foreign minister Eldar Mammadyarov pledged that his country would pay particular attention to the grouping\u2019s \u201cthree key pillars \u2013 human rights, rule of law and democracy\u201d.<\/p>\n<p style=\"text-align: justify;\">The day Azerbaijan officially took over the chairmanship, police arrested rights activist Emil Mammadov. A Baku court ordered him held for three months while charges of blackmail were investigated.<\/p>\n<p style=\"text-align: justify;\">The same day, May 14, the Supreme Court in Baku rejected an appeal by Rashad Ramazanov, a blogger critical of the government who was arrested on drugs charges and given nine years in prison.<\/p>\n<p style=\"text-align: justify;\">A day later, Parviz Hashimli, a journalist with the Bizim Yol newspaper, was jailed for eight years. He has been held since September last year and accused of a firearms offence.<\/p>\n<p style=\"text-align: justify;\">Amnesty International has declared both Ramazanov and Hashimli prisoners of conscience.<\/p>\n<p style=\"text-align: justify;\">On May 26, a court sentenced jailed Anar Mammadli, head of the Election Monitoring and Democracy Study Centre to five-and-a-half years\u2019 jail. His colleague Bashir Suleymanli got a three-and-a-half-year term. (This trial was covered in <a title=\"Five Years' Jail for Finding Fault With Azerbaijan Election\" href=\"http:\/\/iwpr.net\/report-news\/five-years-jail-finding-fault-azerbaijan-electionhttp:\/\/\" target=\"_blank\">Five Years&#8217; Jail for Finding Fault With Azerbaijan Election<\/a>.)<\/p>\n<p style=\"text-align: justify;\">Prosecutors are currently investigating journalist Rauf Mirqadirov, who was arrested on April 19 on charges of spying for Armenia. (<a title=\"Azerbaijani Journalist Accused of Spying for Armenia\" href=\"http:\/\/iwpr.net\/report-news\/azerbaijani-journalist-accused-spying-armenia\" target=\"_blank\">Azerbaijani Journalist Accused of Spying for Armenia<\/a>.) In the same case, they have also questioned leading rights activists like <a title=\"Leading Rights Activist Questioned in Azerbaijan \" href=\"http:\/\/iwpr.net\/report-news\/leading-rights-activist-questioned-azerbaijan\" target=\"_blank\">Leyla Yunus<\/a>, head of the Institute for Peace and Democracy, and <a title=\"Azerbaijan: Travel Ban for Activist's Family\" href=\"http:\/\/iwpr.net\/report-news\/azerbaijan-travel-ban-activists-family\" target=\"_blank\">Matanat Azizova<\/a>, head of the Women\u2019s Crisis Centre.<\/p>\n<p style=\"text-align: justify;\">On June 10, Azerbaijan\u2019s court of appeal postponed the hearings of Tofiq Yaqublu, deputy head of the opposition Musavat party, Ilgar Mammadov, head of the REAL movement, and <a title=\"Opposition Figure Jailed in Azerbaijan\" href=\"http:\/\/iwpr.net\/report-news\/opposition-figure-jailed-azerbaijan\" target=\"_blank\">Yadigar Sadiqov<\/a> , an adviser to the head of Musavat. Sadiqov was convicted of assault, while <a title=\"Two Opposition Figures Jailed in Azerbaijan \" href=\"http:\/\/iwpr.net\/report-news\/two-opposition-figures-jailed-azerbaijan\" target=\"_blank\">Mammadov and Yaqublu<\/a> were jailed in relation to riots in the town of Ismayili.<\/p>\n<p style=\"text-align: justify;\">The European Union has deemed all three to be political prisoners and demanded their release.<\/p>\n<p style=\"text-align: justify;\">Elman Fattah, head of a committee set up to defend Sadiqov, said the timing of the postponement looked like a matter of political convenience.<\/p>\n<p style=\"text-align: justify;\">\u201cOn June 21, we expect [President] Ilham Aliyev to speak at the Council of Europe,\u201d Fattah said. \u201cThe president is certain to face tough questioning, and it\u2019s now very likely that he\u2019ll reply to questions about political prisoners by saying that this case hasn\u2019t finished yet.\u201d<\/p>\n<p style=\"text-align: justify;\">Aliyev ignored appeals from international organisations to use a May 28 amnesty to free some at least some of these individuals, and Fattah said the president was hoping to avoid embarrassing questions.<\/p>\n<p style=\"text-align: justify;\">\u201cWe are expecting a fresh round of amnesties on June 19,\u201d he explained. \u201cBy postponing the dates for the appeals of Mammadov, Sadiqov and Yaqublu, the government can now explain why they won\u2019t feature on the list.\u201d<\/p>\n<p style=\"text-align: justify;\">Meanwhile, members of the youth opposition group NIDA who were given long sentences last month said they had come under pressure to ask for pardons. (See <a title=\"Condemnation After Youth Activists Jailed in Azerbaijan\" href=\"http:\/\/iwpr.net\/report-news\/condemnation-after-youth-activists-jailed-azerbaijan\" target=\"_blank\">Condemnation After Youth Activists Jailed in Azerbaijan on the case<\/a>.)<\/p>\n<p style=\"text-align: justify;\">On June 2, the justice ministry published a statement from one of the eight, Bakhtiyar Guliyev, renouncing NIDA and asking not to be considered a political prisoner. The next day the ministry published a letter from Guliyev to the president requesting a pardon.<\/p>\n<p style=\"text-align: justify;\">Defence lawyer Elton Guliyev said other members of the group had also been asked to write to the president, but had refused.<\/p>\n<p style=\"text-align: justify;\">Omar Mammadov, a blogger on trial for alleged drugs offence, told RFE\/RL radio on June 6 that he too had turned down a suggestion that he seek a presidential pardon. Mammadov, who was studying at a university in Northern Cyprus before his arrest in January, was well known for blog posts harshly critical of the government.<\/p>\n<p style=\"text-align: justify;\">Rasul Jafarov, head of the Human Rights Club, said the government was showing total disrespect for the CoE by persisting with repressive policies while taking up a senior position on the council\u2019s governing body.<\/p>\n<p style=\"text-align: justify;\">\u201cThere have been new arrests, courts have jailed journalists and bloggers for long periods on the basis of false evidence, and the amnesty list signed on Republic Day [May 28] did not include political prisoners,\u201d he said.<\/p>\n<p style=\"text-align: justify;\">\u201cYou should not believe the government\u2019s promises to defend human rights and democracy. We must steadily increase our criticism, our pressure and our demands.\u201d<\/p>\n<p style=\"text-align: justify;\">Leyla Yunus told reporters on June 9 that she was establishing a Centre for Opposing Repression to find new strategies for pressing the government to change its ways.<\/p>\n<p style=\"text-align: justify;\">\u201cOur tactics have not worked, and that\u2019s why there are now 130 political prisoners in Azerbaijan,\u201d she said. \u201cWe must demand ever more loudly that Ilham Aliyev free the political prisoners.\u201d<\/p>\n<p style=\"text-align: justify;\">Asked about the interrogation of Yunus at a joint news conference with French president Fran\u00e7ois Hollande on May 12, President Aliyev told reporters there were no political prisoners in Azerbaijan.<\/p>\n<p style=\"text-align: justify;\">\u201cThe human rights situation in Azerbaijan is positive. No one is investigated for their political views,\u201d he said.
