{"id":587,"date":"2014-08-03T07:11:15","date_gmt":"2014-08-03T07:11:15","guid":{"rendered":"https:\/\/covcasbulletin.info\/?p=587"},"modified":"2014-08-06T07:28:08","modified_gmt":"2014-08-06T07:28:08","slug":"turkey-seeks-zero-problems-with-obama","status":"publish","type":"post","link":"https:\/\/covcasbulletin.info\/?p=587","title":{"rendered":"Turkey seeks &#8220;zero problems&#8221; with Obama"},"content":{"rendered":"<p>By JULIAN PECQUET, Congressional Correspondent<br \/>\n<em>Al Monitor<\/em><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">Turkey is lobbying heavily to try to rekindle a once-promising relationship with the administration of President Barack Obama that has markedly deteriorated over the past year.<\/p>\n<p style=\"text-align: justify;\">Back in 2009, Obama made Ankara his first stop in the Muslim world and held up Turkey as a model for bridging Islam and the West. Relations have since soured significantly, with the two countries at odds on a host of foreign policy issues ranging from Syria to Egypt to Israel even as Washington grows increasingly critical of Prime Minister Recep Tayyip Erdogan\u2019s crackdown on dissent.<\/p>\n<p style=\"text-align: justify;\">\u201cIn the past, <a title=\"I no longer talk to Obama: Turkey's Erdogan\" href=\"http:\/\/news.yahoo.com\/no-longer-talk-obama-turkeys-erdogan-100909241.html\" target=\"_blank\">I was calling him directly<\/a>,\u201d Erdogan said of the US president in a July 21 interview with Turkey\u2019s ATV. \u201cBecause I can&#8217;t get the expected results on Syria, our foreign ministers are now talking to each other.&#8221;<\/p>\n<figure id=\"attachment_588\" aria-describedby=\"caption-attachment-588\" style=\"width: 305px\" class=\"wp-caption alignright\"><a href=\"https:\/\/covcasbulletin-info.hhd.am\/wp-content\/uploads\/2014\/08\/Covcas-Erdogan-Obama.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-588\" src=\"https:\/\/covcasbulletin-info.hhd.am\/wp-content\/uploads\/2014\/08\/Covcas-Erdogan-Obama.jpg\" alt=\"U.S. President Barack Obama and Turkish Prime Minister Tayyip Erdogan meet in New York\" width=\"305\" height=\"203\" srcset=\"https:\/\/covcasbulletin.info\/wp-content\/uploads\/2014\/08\/Covcas-Erdogan-Obama.jpg 870w, https:\/\/covcasbulletin.info\/wp-content\/uploads\/2014\/08\/Covcas-Erdogan-Obama-300x199.jpg 300w\" sizes=\"auto, (max-width: 305px) 100vw, 305px\" \/><\/a><figcaption id=\"caption-attachment-588\" class=\"wp-caption-text\">U.S. President Barack Obama and Turkish Prime Minister Tayyip Erdogan meet in New York<\/figcaption><\/figure>\n<p style=\"text-align: justify;\">Dwindling patience on the US side, meanwhile, was on full display during the July 15 nomination hearing for Obama\u2019s pick for ambassador to Ankara.<\/p>\n<p style=\"text-align: justify;\">\u201cAre you concerned about Prime Minister Erdogan\u2019s desire to change the constitution and other actions that we have seen on the part of Erdogan as a <a title=\"Gaza crisis overshadows soured US-Turkey relations\" href=\"http:\/\/www.al-monitor.com\/pulse\/originals\/2014\/07\/candar-erdogan-israeli-operation-gaza-washington-ankara-ties.html#ixzz38yNHWb26\" target=\"_blank\">drift toward authoritarianism<\/a>?\u201d Sen. John McCain, R-Ariz., asked John Bass. McCain went on to warn that he would hold Bass\u2019 nomination unless he answered.<\/p>\n<p style=\"text-align: justify;\">\u201cIt is a drift in that direction, yes,\u201d Bass replied.<\/p>\n<p style=\"text-align: justify;\">Turkey is spending upward of $2 million a year on lobbying and public relations to help reverse that impression.<\/p>\n<p style=\"text-align: justify;\">The <a title=\"Gephardt Group, Turkey contract\" href=\"http:\/\/www.fara.gov\/docs\/5874-Exhibit-AB-20140131-15.pdf\" target=\"_blank\">lobbying effort<\/a> is led by former House Majority Leader Richard Gephardt, D-Mo., and his Gephardt Group. Turkey has also recently restructured its public affairs push, terminating its seven-year-old contract with Fleishman-Hillard in April and hiring f<a title=\"Alpaytac, Turkey agreement\" href=\"http:\/\/www.fara.gov\/docs\/6224-Exhibit-AB-20140523-1.pdf\" target=\"_blank\">ormer Turkish national swimming champion Huma Gruaz<\/a> and her Chicago-based Alpaytac PR firm one month later for a flat $1.42 million fee.<\/p>\n<p style=\"text-align: justify;\">Gephardt and Gruaz have their work cut out for them.<\/p>\n<p style=\"text-align: justify;\">Turkey and the United States don\u2019t see eye to eye on a number of issues, with Erdogan\u2019s Islamist government sharply critical of Israel and the Egyptian military\u2019s overthrow of former President Mohammed Morsi while urging Obama to step up US armed assistance to the rebels fighting President Bashar al-Assad in Syria. Allegations that Turkey outed Israeli intelligence agents in Iran and considered buying a missile defense system from China have also undercut Turkey\u2019s ability to <a title=\"Turkey: Background and U.S. Relations\" href=\"http:\/\/fas.org\/sgp\/crs\/mideast\/R41368.pdf\" target=\"_blank\">buy US weapons<\/a>, notably drones, according to the Congressional Research Service.<\/p>\n<p style=\"text-align: justify;\">On a positive note, Secretary of State John Kerry gave Turkey a boost on the diplomatic stage when he turned to Ankara to help <a title=\"Turkey, Qatar seek foothold in Gaza talks\" href=\"http:\/\/www.al-monitor.com\/pulse\/originals\/2014\/07\/idiz-qatar-gaza-israel-operation-hamas-ankara-akp-erdogan.html\" target=\"_blank\">negotiate a cease-fire in Gaza<\/a>. And Vice President Joe Biden has expressed interest in negotiating a <a title=\"Biden: US and Turkey to work for FTA\" href=\"http:\/\/www.worldbulletin.net\/news\/109126\/biden-us-and-turkey-to-work-for-fta\" target=\"_blank\">free trade agreement with Turkey<\/a>, which fears the repercussions of being left out of the proposed US-EU trade deal.<\/p>\n<p style=\"text-align: justify;\">In Congress, resolutions slamming the Erdogan government\u2019s restrictions on Internet and press freedom \u2014 <a title=\"Second worst year on record for jailed journalists\" href=\"http:\/\/cpj.org\/reports\/2013\/12\/second-worst-year-on-record-for-jailed-journalists.php\" target=\"_blank\">Turkey is the world\u2019s biggest jailer of journalists<\/a> \u2014 have been introduced this year in the <a title=\"H. Res. 532\" href=\"https:\/\/beta.congress.gov\/113\/bills\/hres532\/BILLS-113hres532ih.pdf\" target=\"_blank\">House<\/a> and <a title=\"S. Res. 403\" href=\"https:\/\/beta.congress.gov\/113\/bills\/sres403\/BILLS-113sres403is.pdf\" target=\"_blank\">Senate<\/a>. And in June, the House Foreign Affairs Committee passed bipartisan legislation requiring the State Department to report on its efforts to persuade Turkey to return Christian sites and objects to their \u201crightful owners.\u201d<\/p>\n<p style=\"text-align: justify;\">\u201cAttempts by <a title=\"Turkey lashes out at Congress over Christian churches bill  Read more: http:\/\/www.al-monitor.com\/pulse\/originals\/2014\/06\/christian-churches-turkey-response-congress.html##ixzz39avPxkWn\" href=\"http:\/\/www.al-monitor.com\/pulse\/originals\/2014\/06\/christian-churches-turkey-response-congress.html\" target=\"_blank\">anti-Turkish circles in the US Congress<\/a>, driven by domestic political considerations, to push such unconstructive and baseless initiatives are unacceptable,\u201d a furious Turkish Foreign Ministry immediately responded.<\/p>\n<p style=\"text-align: justify;\">The statement is an oblique reference to the powerful Armenian-American lobby, which has long pushed for Congress to label the killing of an estimated 1.5 million Armenians under the Ottoman Empire as \u201cgenocide.\u201d In addition, last year, Jewish and Greek members of Congress \u2014 two groups that have strained relations with Ankara \u2014 joined forces to launch the <a title=\"Congressman Bilirakis and Congressman Deutch Launch Congressional Hellenic-Israel Alliance\" href=\"http:\/\/bilirakis.house.gov\/bilirakis-blog\/content\/congressman-bilirakis-and-congressman-deutch-launch-congressional-hellenic-israel-alliance\/\" target=\"_blank\">Congressional Hellenic-Israel Alliance<\/a>, further exacerbating Turkish grievances.<\/p>\n<p style=\"text-align: justify;\">\u201cOne of the issues on Capitol Hill that\u2019s of concern to most Turkish-Americans is the lack of balanced dialogue on the Hill,\u201d Lincoln McCurdy, president of the Turkish Coalition of America (TCA), told Al-Monitor. \u201cSo a lot of our efforts are educational, trying to present the Turkish perspective on historical issues and current events.\u201d<\/p>\n<p style=\"text-align: justify;\">While the privately funded group doesn\u2019t work for the Turkish government, it provides an assist on issues of concern to the estimated 500,000 Turkish-Americans, notably in opposition to the genocide language. The organization is also one of the biggest private sponsors of travel for lawmakers and their staff, having organized 170 trips worth a total of $1.09 million since 2000, while its Political Action Committee gave $139,775 to political candidates in the 18 months to June 30.<\/p>\n<p style=\"text-align: justify;\">TCA was founded in 2007 by Massachusetts microchip millionaire <a title=\"Nashuan couple among top political donors\" href=\"http:\/\/www.nashuatelegraph.com\/news\/906334-196\/nashuan-couple-among-top-political-donors.html#disqus_thread\" target=\"_blank\">Yalcin Ayalsi<\/a>, whose family has spent hundreds of thousands of dollars in political contributions over the years to members of the 144-member <a title=\"Members of Caucus on US Turkey Relations &amp; Turkish Americans\" href=\"http:\/\/www.tc-america.org\/in-congress\/caucus.htm\" target=\"_blank\">Congressional Caucus on US-Turkish Relations and Turkish Americans<\/a>. The caucus is co-chaired by Reps.
