Jaffe\u2019s exaggeration and abuse of the truth does a disservice to The Hill\u2019s readers.<\/p>\n<p style=\"text-align: justify;\">First, Mr. Jaffe points to four <a title=\"1993 UN Security Council Resolutions on Nagorno-Karabakh\" href=\"http:\/\/2001-2009.state.gov\/p\/eur\/rls\/or\/13508.htm\" target=\"_blank\">United Nations Security Council Resolutions<\/a> to back up his false claim that Armenia is the aggressor in the Nagorno Karabakh conflict. But a reading of these resolutions shows that they make no mention whatsoever of Armenia as an aggressor or occupier, as Jaffe irresponsibly asserts.<\/p>\n<p style=\"text-align: justify;\">Instead, while these resolutions express \u201cserious concern at the deterioration of relations between the Republic of Armenia and the Azerbaijani Republic and at the tensions between them,\u201d references to control over disputed territory specify \u201clocal Armenian forces,\u201d a point lost to Jaffe. These local forces were those of the Nagorno Karabakh Republic (NKR), the independent but thus far internationally unrecognized state, cosignatory to the 1994 ceasefire agreement, and an official party to the peace talks until Baku refused to continue negotiations with it in 1998. Though Armenia is a party to the conflict and a guarantor of the NKR\u2019s security, the core problem is between Azerbaijan and the NKR. So when it comes to the meaning of the UN Security Council resolutions, Jaffe is right. We really should not take his word for it.<\/p>\n<p style=\"text-align: justify;\">Second, the NKR\u2019s secession from Soviet Azerbaijan happened not because of Russia, but in spite of Russia\u2019s opposition, even though it was <a title=\"1990 USSR Law on Secession\" href=\"http:\/\/nkrusa.org\/nk_conflict\/ussr_law.shtml\" target=\"_blank\">in full accordance with then acting Soviet legislatio<\/a>n. Moscow had no determinant effect on the Karabakh War. Indeed, it was post-Soviet Russia that mediated the <a title=\"Cease-fire Agreement\" href=\"http:\/\/nkr.am\/en\/ceasefire-agreement\/147\/\" target=\"_blank\">ceasefire agreement between Azerbaijan, Armenia, and the NKR<\/a>. Jaffe\u2019s attempt to depict the NKR\u2019s secession from Azerbaijan, and its current state-building efforts, as \u201cRussian-sponsored separatism,\u201d is simply contrary to the facts. It was only a year ago when, during a press conference with Russian President Putin, <a title=\"Yerevan Angry at Russian Arms Sales to Baku\" href=\"http:\/\/iwpr.net\/report-news\/yerevan-angry-russian-arms-sales-baku\" target=\"_blank\">Azerbaijani President Aliyev announced that he had made arms deals with Russia worth 4 billion dollars<\/a>. Surely Baku would not make such deals if it was convinced that Moscow was a NKR-sponsor.<\/p>\n<p style=\"text-align: justify;\">Third, Jaffe\u2019s attempt at proving his unfounded charge that Armenia has been \u201cmaking grave threats against Azerbaijan for many years,\u201d is based on a series of cherry-picked quotations from the very same articles that clearly demonstrate Armenia\u2019s adherence to peace. For example, when Jaffe refers to the November 8, 2012 Wall Street Journal interview, writing, \u201cPresident Sargsyan said that Armenia would strike Azerbaijan in a \u2018disproportionately\u2019 hard way,\u201d he attempts to mislead readers by taking the original sentence totally out of context. It reads: \u201c<a title=\"Armenia Accuses Neighbor of Stoking Conflict\" href=\"http:\/\/online.wsj.com\/news\/articles\/SB10001424127887324073504578107041885362034\" target=\"_blank\">President Sargsyan said Armenia would strike Azerbaijan only if Nagorno Karabakh or Armenian were attacked, but vowed that Yerevan\u2019s response would be \u2018disproportionately\u2019 strong.<\/a>\u201d<\/p>\n<p style=\"text-align: justify;\">The analyst does this again in his reference to the November 14, 2010 article published by Radio Free Europe\/Radio Liberty, when he writes, \u201cSargsyan said: \u2018our strike must be devastating and final this time around.\u2019\u201d Yet, here is the same quoted passage from President Sargsyan, in its entirety: \u201c\u2018<a title=\"Sarkisian Threatens \u2018Final Strike\u2019 On Azerbaijan \" href=\"http:\/\/www.azatutyun.am\/content\/article\/2219753.html\" target=\"_blank\">We never wanted war, we were simply compelled to defend our homeland at that time,\u2019 he said, referring to the first Armenian-Azerbaijani [War]. &#8216;We will not attack first now either<\/a>. But if the moment arrives, if they force us, our strike must be devastating and final this time around.\u2019\u201d Clearly, these are not the words of an aggressor. And clearly, Jaffe\u2019s Nazi reference was completely inappropriate. One only needs to <a title=\"Collection of war threat statements by President Ilham Aliyev and other Azerbaijani officials\" href=\"http:\/\/www.eufoa.org\/uploads\/AliyevWarThreats.pdf\" target=\"_blank\">review the bellicose rhetoric of top Azerbaijani officials<\/a> for evidence of who is actually jeopardizing regional peace.<\/p>\n<p style=\"text-align: justify;\">Fourth, <a title=\"FOREIGN OPERATIONS, EXPORT FINANCING, AND RELATED PROGRAMS APPROPRIATIONS ACT, 2002\" href=\"http:\/\/www.gpo.gov\/fdsys\/pkg\/PLAW-107publ115\/html\/PLAW-107publ115.htm\" target=\"_blank\">though the U.S. President has utilized his ability to waiver Section 907 of the Freedom Support Act<\/a> \u2014 something granted to him by the Senate in the wake of the 9\/11 attacks to allow for the transportation of military hardware through Azerbaijan on route to Afghanistan \u2014 Section 907 is still acting legislation: Congress has never revoked the law. This signifies that the U.S. government is still waiting for Azerbaijan to take, as the law states, \u201cdemonstrable steps to cease all blockades and other offensive uses of force against Armenia and Nagorno-Karabakh.\u201d Predictably, Jaffe\u2019s allegation that Section 907 also limits U.S. assistance to Armenia <a title=\" S.2532 FREEDOM Support Act\" href=\"http:\/\/fas.org\/terrorism\/at\/docs\/s2532-102-sec907.htm\" target=\"_blank\">is not true either<\/a>.<\/p>\n<p style=\"text-align: justify;\">Finally, in his blanket attack on the Armenian lobby, Jaffe seems oblivious to the New York Times investigation published earlier this month, \u201c<a title=\"Azerbaijan and Think Tanks\" href=\"http:\/\/www.nytimes.com\/interactive\/2014\/09\/07\/us\/07thinktank-docs4.html?module=Search&amp;mabReward=relbias%3Ar%2C{%222%22%3A%22RI%3A16%22}&amp;_r=2\" target=\"_blank\">Azerbaijan and Think Tanks<\/a>,\u201d which uncovered the government of Azerbaijan\u2019s hiring of lobbying and public relations firms since 2012 to \u201cbuild relationships with think tanks.\u201d<\/p>\n<p style=\"text-align: justify;\">I would welcome a continued debate with Mr. Jaffe on the Nagorno Karabakh issue, including in the form of a public debate in Washington DC.
